If you wanted to make a large laser platform, your best option is to make the platform as small as possible with as small a profile as possible, and put it on wheels or in the air. Liberty Prime is an over engineered boondoggle that would be completely ineffective in any real conflict. In fact if you spawn the non immortal version of Liberty Prime, you can take him down without too much effort. Looking at how scrawny Liberty Prime is, it really wouldn't take much to kill him.
If you want to launch a devastating weapon from orbit, just drop a large tungsten rod. ICBM's are launched from the surface of the Earth, hence Intercontinental Ballistic Missile. If those had been ICBMs your character would have been killed as you were about 30 feet away from the explosion. That's about the only thing that could possibly stop him.
